The government of Uganda contracted Altus Consult Ltd (ACL) to implement a consultancy assignment for implementation support for sustainable management for Rwengaaju Irrigation Scheme in Kabarole District.<\/strong><\/p>\n\n\n\n

Rwengaju Irrigation Scheme (RIS), established with the support of the government of Uganda and Kabarole district local administration in 2019. RIS is located in Rwengaju Sub County in Kabarole District. The beneficiaries is a population of about 664 household population, in twenty five (25) Villages in Rwengaaju sub county, three villages in Bukuuku sub county and two villages in Karago town council. For purposes of effective reach of the RIS project area grassroot level stakeholders, the area was organized into 4 working clusters: Kicuna, Kidubuli, Bwabya and Bukuku.<\/p>\n\n\n\n

The Ministry of Water and Enviroment assignment to Altus Consult Ltd was, in part, to develop the capacity and provide implementation support to farmers and stakeholders of Rwengaju Irrigation Scheme (RIS). This support was to enable effective establishment and operations of sustainable institutional management through participatory farmer-based organizations (FBO) to foster commercially viable irrigation services and agriculture as a profitable business for RIS farmers individually and collectively as a community.<\/p>\n\n\n\n

The overarching aims of the assignment were to bolster the institutional systems, technical skills and knowledge to foster: commercially viable irrigation services and; agriculture as a profitable business for RIS farmers individually and collectively as a community. The specific objectives were to:<\/strong><\/p>\n\n\n\n

    \n
  1. Carryout stakeholders\u2019 engagement, communication, awareness, mobilisation and sensitisation activities through the situation analysis, implementation process and functional support and performance evaluation;<\/li>\n\n\n\n
  2. Establish Farmer Based Management Organizations, institutional regulatory arrangements, business value chain \/Information, Communication and Technology (ICT) development for effective management, monitoring and regulation to foster sustainable and viable commercial irrigation services;<\/li>\n\n\n\n
  3. Establish and develop capacity to ensure functional, effective, efficient and viable Farmer Based Organisations are created to manage, operate and maintain the irrigation scheme and;<\/li>\n\n\n\n
  4. Train and develop the capacity of farmers in Participatory Irrigation Water Management <\/li>\n<\/ol>\n\n\n\n

    Altus Consult Ltd’s Contribution to the Rwengaju Irrigation Scheme<\/strong><\/h5>\n\n\n\n

    At the Rwengaju Irrigation Scheme, Altus Consult Ltd delivered a comprehensive strategy to enhance the scheme’s operational efficiency, community impact, and long-term sustainability. The strategy included the following actions:<\/strong><\/p>\n\n\n\n

      \n
    1. Formation and Capacity Building: <\/strong>Mobilizing farmers to form IWUAs and cooperatives while providing training in leadership, financial management, and agricultural best practices.<\/li>\n\n\n\n
    2. Legal and Operational Frameworks:<\/strong> Developing constitutions, bylaws, and operational manuals to guide the governance and functioning of the FBOs.<\/li>\n\n\n\n
    3. Infrastructure and Resource Management:<\/strong> Establishing systems for equitable water distribution, infrastructure maintenance, and fee collection to ensure sustainability.<\/li>\n\n\n\n
    4. Stakeholder Engagement: <\/strong>Collaborating with government agencies, NGOs, and private sector partners to provide technical and financial support.<\/li>\n\n\n\n
    5. Mindset Change and Business Orientation: <\/strong>Encouraging farmers to view agriculture as a business by adopting modern farming techniques, accessing markets, and increasing production efficiency.<\/li>\n<\/ol>\n\n\n\n

      Through these efforts, the IWUA has been capacitated to ensure effective water management, while the cooperative facilitates access to inputs, training, and markets. Together, they empower farmers to improve productivity, reduce operational costs, and increase household incomes. Sustaining these organizations requires ongoing capacity building, transparent leadership, and strong community commitment to collective growth and shared
